What you need before your end customers can connect
No OAuth app is required. The credential belongs to each consumer, who supplies it when they connect — there is nothing for you to register in advance.

Worked example
Connect an end customer, then call the provider on their behalf. Replace cust_123 with your own id for that customer.

Start a connection for an end customer:
